Mr. Mercer’s breadth and depth of experience has made him a high demand resource both nationally and internationally for a wide variety of organizations. Karl has supervised teams of adjunct law enforcement instructors as well as coordinated the statewide training of Fire Marshals in the Basic Law Enforcement School, Firearms and Tactics, Officer Survival, Anti-Terrorism, Surveillance, and Fire Investigations for the Virginia Fire Marshal Academy and the United States Government. In addition, Karl has been a combat instructor for the United States Military as well as a Firearms and Armed Tactics Instructor for law enforcement and has commanded tactical Services Units. Karl was also an adjunct instructor to the Quality Management Center, Headquarters Air National Guard in Washington. Finally, he has consulted in the development and design of new protective equipment for response personnel.

• NASCAR – Authored the operational plan and survey on physical security and bomb mitigation post Sept. 11th, 2001, and
